14th Five-Year Plan   for National Clean ProductionThe   steel industry will complete ultra-low emission transformation of 530 million   tons of steel production capacity and energy-saving transformation of 460   million tons of iron production
    capacity.
Oct-21The State CouncilAction Plan for   Carbon Peaking Before 2030Deepen   supply-side structural reform of the steel
industry, strictly control new   production capacity, promote capacity replacement, and phase out outdated   capacity. Promote structural optimization and clean and efficient upgrading   of the steel industry, accelerate the research and development of high-grade   non-blast furnace ironmaking technology, improve the level of resource   recycling, and fully promote full-process electric furnace steelmaking.
Nov-21Ministry of Industry   and Information Technology14th   Five-Year Plan for
     Industrial Green Development
By   2025, key industries including steel
will achieve phased results in total emission control. Formulate   implementation plans for the ultra-low emission transformation of key   industries such as steel and coking, clarify the production processes or   sequences for major pollutant emission reduction, and identify the paths for   peaking carbon emissions and achieving carbon neutrality.

14th   Five-Year Plan for Raw Material
     Industry Development
By   2025, key industries including steel,
non-ferrous metals, and building   materials will achieve phased results in total energy consumption and   emission control. The energy consumption per ton of steel in the steel   industry will be reduced by 2%.
Jan-22The State Council14th   Five-Year Plan for Comprehensive
Work on Energy Conservation and   Carbon Reduction
Take   steel, non-ferrous metals and other
industries as key areas to advance energy conservation, emission reduction   and pollutant treatment. By 2025, through the implementation of energy-saving   renovation actions, the proportion of key industry production lines and data   centers reaching the benchmark energy efficiency level will exceed 30%.

Feb-22National   Development and Reform Commission, Ministry of Industry and Information   Technology, Ministry of Ecology and Environment, National Energy   Administration Key Areas of High Energy-Consuming   Industries Energy Efficiency Upgrading Action Plan (2022 Edition) By 2025, the proportion of steel industry’s   ironmaking and steelmaking processes that reach the benchmark energy   efficiency level will increase to over 50%, and those that reach the baseline   level will basically be eliminated. The industry will achieve significant   energy conservation and emission reduction results, and low-carbon   development capacity will be greatly enhanced.
Jun 2022 Ministry   of Ecology and Environment & 6 Other Departments Implementation Plan for Synergistic   Reduction of Pollution and Carbon Emissions Establish a long-term mechanism for   controlling steel, coking and other industries under the constraint of total   atmospheric pollutant emissions, and substantially reduce the number of   independent coking and steel enterprises. Vigorously support the development   of electric furnace short-process steelmaking, so that the proportion of   national short-process steelmaking will increase to more than 15% and 20% by   2025 and 2030, respectively.
Jun 2022 Ministry   of Industry and Information Technology & Other Departments Industrial Energy Efficiency Improvement   Action Plan By   2025, the energy efficiency of key products in industries such as steel and   petrochemicals will reach the international advanced level, and the   value-added energy consumption of industrial enterprises above designated   size will decrease by 13.5% compared with 2020.
Jul-22Ministry   of Industry and Information Technology, National Development and Reform   Commission, Ministry of Ecology and Environment Implementation Plan for Carbon Peaking in   Key Industrial Sectors Promote   steel and other industrial enterprises to implement systematic clean   production covering energy conservation, water conservation, material   conservation, pollution reduction, and carbon reduction.
